Both builds lack a center focus. With build one whats the purpose of volley when a better skill to spread more degen could be placed?
And with build 2 your better off replacing penetrating with splinter arrow. Barrage + splinter can wipe out mobs really well.

Both builds lack focus, also, poison tip signet effect only first one of your arrows so colley+ tip signet isnt worth the effort, also, take IA over your barrage build or get a splinter barrager, but imo IA > barrage. Sloth > penetrating shot btw.

Spreads conditions rly well.

I've found the places where Epidemic is effective aren't coming up often. For example, having a lot (and I mean a LOT) of Monks or Ritualists in a group often mean you've done a pretty dumb aggro, more to the point is that they're probably seperate mobs and therefore won't be adjacent to each other or will be pulled out of aggro, simply wasting time. A single BHA every 15 seconds should be more than enough. However, if you have access to Technobabble, the energy is a pretty big downside on the skill, but outside of bosses it should be more than enough daze time to be effective, moreso by swapping to a Silencing spear. (I usually go with Vampiric when it comes to PvE)
In PvE, degeneration is the least of your concerns. If you really want it, the best you can get is going /Me and using Ether Nightmare, and I wouldn't touch that skill with a ten foot bargepole because it's a measily 20DPS. I've found that Barrage is pretty much the strongest elite you can use in PvE, interrupting more efficiently than BHA / Epidemic / Volley with the use of Technobabble and dealing some AoE damage in the process, damage heavily fortified by Splinter. Lightning Reflexes > Whirling, by the way considering it's a block stance with an IAS and you're attacking.
Your Barrage bar, same goes as LR > WD. I'd also get rid of Penetrating Shot; if you want more damage, Sloth Hunters' Shot makes a great skill to use in place of it. Consider using a Necromancer hero for the use of Foul Feast, to free another skill slot too. Conditions in PvE aren't very harmful except for daze, blind and cripple which could easily be sorted; daze being the only one directly affecting the efficiency of the Necromancer. Oh, and EBSoH (Ebon Battle Standard of Honour) is a great skill to use for most parties.

Barrage is the ideal pve skill. High, widespread damage. Albeit there are others, but for the general get er done elite, use barrage.

Name one other skill that can be used.
Blowing through PvE with massive pressure is more effective, and with a decent guess you could take out the skill you need with a D-Shot. Not to mention we've got Technobabble, which makes BHA quite redundant for the most part (only exception is annoying bosses), freeing your secondary so you don't need to hit the Epidemic button if you're using that.
